What your looking at is actually an RF (Radio Frequency) chip, which does NOT provide GPS tracking. RF chips can store small amounts of information, such as in the case of a pet, store its name, address, owners name and brief medical history. But again, they do not transmit a GPS location.
The truth is, we are AT LEAST 15 to 20 years away from making a tracker the size of a dime, or of a grain of rice. There simply is no way, with current technology, to place a GPS chip, a Bluetooth component (to transmit the devices position to your computer or smartphone) and a battery in something the size of a dime or a grain of rice. On top of that, there would need to be years of testing to determine if implanting such a device under the skin is safe. It would emit heat as well as sending and receiving signals, and this would need to be tested for safety.
